NHS Advisory Board for Procurement and Supply appoints new Chair

NHS Supply Chain has announced the appointment of Joe Harrison CBE as the new Chair of the NHS Customer Board for Procurement and Supply, effective immediately

The NHS Customer Board for Procurement and Supply, often referred to as the National Advisory Board, plays a pivotal role in shaping national procurement strategy by engaging senior stakeholders from across acute, mental health, and community trusts. 

The Board’s remit is to address the operational challenges facing the NHS and to deliver collaborative, system-wide improvements through collective accountability.

Joe Harrison succeeds Sir James Mackey, who recently stepped down from the role following his appointment as CEO of NHS England.

A highly respected leader within the NHS, Joe Harrison has served as Chief Executive Officer of Milton Keynes University Hospital NHS Foundation Trust since 2013. During his tenure, he has overseen significant improvements across key performance areas and led the trust’s adoption of digital innovation.

In addition to his role at Milton Keynes, Harrison is NHS England’s National Director for Digital Channels, Chair of the NHS Confederation Employers Policy Board, and a Trustee of the NHS Confederation.

The appointment comes at a significant time for NHS procurement, with system-wide collaboration and efficiency continuing to be key priorities for the sector.

Speaking about his appointment, Harrison said: "I am delighted to have been appointed to chair the National Advisory Board for NHS Supply Chain. It is a critical time for our NHS to ensure that we are delivering the best possible patient care in the most efficient and timely manner, and the work of the NHS Supply Chain has consistently demonstrated excellence in ensuring that our healthcare system is appropriately equipped to deliver this."

Heather Tierney-Moore, Chair of Supply Chain Coordination (SCCL), paid tribute to Sir James Mackey’s service over the past four years, acknowledging his substantial contribution to national procurement and supply within the NHS.

"I would like to acknowledge the significant contribution Sir Jim has made over his tenure as chair, working with the national and regional boards to drive improvements in procurement and supply that have ultimately been to the benefit of patients across the NHS," Tierney-Moore said.

"His leadership and unparalleled knowledge of the system have been a huge asset to the work of NHS Supply Chain in supporting the NHS, and I wish him the very best in his new role."

Tierney-Moore also welcomed Harrison’s appointment, highlighting his extensive experience and leadership credentials.

"I am thrilled to confirm Joe Harrison as the new chair, bringing with him a wealth of experience and record of success across his various roles, including as an NHS acute hospital chief executive for more than 10 years," she added.

"His work in the digital space and as a champion of innovation to drive improved patient outcomes will be particularly relevant as we work with stakeholders from across the system to ensure we support the changing needs of the NHS."
