NHS SBS plans new consultancy framework

The organisation has begun to engage with potential members of its forthcoming framework to support healthcare and public sector projects, following the recent launch of its Modular Buildings 3 agreement

NHS Shared Business Services (NHS SBS) has begun market engagement for the next iteration of its construction consultancy framework, designed to support healthcare and wider public sector projects across the UK.

The new framework, which will be its fourth-generation agreement for Public Sector Construction Consultancy Services, is being developed under the Procurement Act 2023.

The proposed framework will offer a compliant procurement route for NHS organisations, social care providers, and other public bodies. 

NHS SBS is now seeking supplier input ahead of the tender process.

The proposed framework will cover a wide range of consultancy services across 11 specialist lots. 

These include architectural services, project management, civil and structural engineering, quantity surveying, mechanical and electrical services, healthcare planning, and net zero consultancy. 

A dedicated lot for environmental and sustainability advice reflects growing demand for low-carbon, energy-efficient healthcare and public sector estates.

In its tender notice, NHS SBS confirmed: “We are committed to working with suppliers who are dedicated to sustainability and social value, and there will be a significant weighting on this within the procurement documents.”

Suppliers will be required to register via NHS SBS’s SAP Ariba eSourcing platform to take part in the future procurement exercise.

The development of this new consultancy framework follows the recent launch of NHS SBS’s Modular Buildings 3 framework agreement, announced on 13 June 2025. 

That agreement provides public sector organisations with a compliant route to procure modular building solutions for new builds, hire, or lease.

While the Modular Buildings 3 framework focuses on delivering physical modular structures, including NHS facilities, schools, and affordable homes, the forthcoming consultancy framework will enable the procurement of professional services required to plan, design, manage, and deliver such projects.

Both frameworks form part of NHS SBS’s commitment to supporting public sector estates and infrastructure projects with compliant, cost-effective procurement solutions.
