New Hospital Programme: NHS England launches £37 billion framework

NHS England is looking for ten contractors to join its new 2.0 Alliance framework to deliver the Labour Government’s revised New Hospital Programme

NHS England (NHSE) has announced plans to establish a multi-supplier framework agreement for major capital works, focusing on hospital construction, refurbishment, and ancillary works.

The new Hospital 2.0 Alliance Framework (H2A Framework), aims to streamline the development, design, construction, commissioning, and handover of hospital projects in the New Hospital Programme.  

Scope of the H2A Framework

The H2A Framework will cover a wide range of works and services, including new hospital construction and refurbishment on existing or new sites, testing, demolition, and fit-out works.

The framework also covers ancillary services such as landscaping, highways, office buildings, and car parks, digital infrastructure, and lifecycle maintenance of capital projects.

Asset protection and planning support are also covered by the framework. 

While not all of these services will be required for each hospital project, the framework will provide flexibility to address the specific needs of individual hospitals under the NHP.

Contractor selection and procurement

NHSE is inviting expressions of interest from contractors with extensive experience in major hospital construction and refurbishment projects. 

Successful bidders must demonstrate the capacity and capability to deliver complex healthcare infrastructure works.

NHSE intends to award up to 10 places on the framework agreement, with the possibility of awarding 11 places under specific conditions outlined in the Procurement Documents. 

However, NHSE also reserves the right to award fewer places based on the assessment of qualified applicants.

Objectives and benefits

Selected contractors, referred to as H2A Contractors, will play a pivotal role in developing a more standardised and efficient approach to hospital design and delivery. 

By leveraging its expertise in healthcare build projects, NHSE aims to enhance the efficiency of hospital construction, accelerate project delivery timelines and achieve cost savings through a standardised approach.

The New Hospital Programme will benefit from the structured and collaborative environment fostered by the H2A Framework.

Framework usage and contracting bodies

The Framework Agreement and its associated Alliance Agreement will be procured and utilised by NHSE to meet its evolving needs within the NHP and other related hospital infrastructure projects.
