New Hospital Programme: Government green lights Perkins&Will’s Great Yarmouth hospital project

The Government has committed to funding the redevelopment of James Paget University Hospital. Designed by Perkins&Will under the New Hospital Programme

The Government has approved funding for the expansion and modernisation of James Paget University Hospital (JPUH). The project is set for completion by 2032.

The funding approval follows a master plan and design developed by Perkins&Will, a UK-based architecture firm. 

The preferred design was selected after extensive clinical and stakeholder consultations.

Perkins&Will has also aligned the hospital’s redevelopment with the NHP’s Hospital 2.0 guidelines.

By adopting the modular and standardised Hospital 2.0 approach, the plan integrates natural elements to create a healing environment. 

Outdoor spaces, a central pedestrianised street, and green landscaping are key features, while the modular system allows for future expansion on the site of the existing RAAC hospital.

The design team is also working closely with the NHP to refine the concept, ensuring the master plan supports future expansion, ambulatory care services, staff training, and administrative functions. 

Key features of the master plan

A welcoming arrival area with high-quality public spaces, pedestrian-friendly landscaping, and facilities for community events.

Separation of vehicular traffic to improve safety and create a greener campus interior.

Enhanced use of existing landscape features to promote biodiversity.

Creation of a new public park at the heart of the campus, offering recreational space for the wider community.

Integration of landscape, drainage, and car parking to reduce reliance on underground infrastructure.

The NHP has commended the JPUH master plan as an exemplary approach to hospital design. 

NHP representatives recently visited the site to discuss key elements of the programme with clinicians.

James Paget University Hospital

James Paget University Hospital is one of seven hospitals originally constructed with reinforced autoclaved aerated concrete (RAAC).

The new Labour government placed it in Wave 1 of its revised New Hospital Programme (NHP), a flagship initiative aimed at upgrading NHS facilities for the future.

JPUH currently provides both general acute and specialist services to approximately 300,000 residents in East Anglia, as well as a significant number of tourists visiting the region.

A major economic boost for the region

The redevelopment of JPUH will be one of the most significant construction projects in the area in decades, expected to drive economic growth and employment opportunities. 

Perkins&Will is actively engaging with stakeholders, local authorities, and the wider community to ensure an inclusive and well-informed planning process. 

Procurement for enabling works is already underway

Procurement for enabling works is already underway, with outline planning expected to be submitted by July 2025.

Mark Flynn, Director of Strategic Projects at JPUH, said: “Working with our architect partner Perkins&Will, we will soon be able to share our refreshed master plan for the new hospital with the public and will host a range of drop-in events across Great Yarmouth and Waveney to gather feedback.”
